Mecklenburg County, located in the State of North Carolina, through its Department of Social Services (DSS), Division of Operations, Strategy & Innovation (OSI) is seeking quotes from qualified vendors for the Disposition of Unclaimed and Abandoned Dead Bodies.

SUMMARY

Mecklenburg County DSS is responsible for the disposition of unclaimed or abandoned bodies as defined in N.C.G.S. §130A-415. The department is seeking quotes to provide final disposition for the decedents. Over the last 5 years, Mecklenburg County has provided final disposition for approximately fifty-five (55) decedents per year.

SPECIFICATIONS/QUALIFICATIONS

Vendors must meet the requirements for registration, licensing and permits required by the North Carolina Board of Funeral Service (Board) under §90-210.18A North Carolina General Statutes; North Carolina Administrative Code
and the Board’s Compliance Guide of March 2019. Vendors must be located in Mecklenburg County, have the capacity to respond to a request for the pickup of a decedent within the time frame set by the department, and assist DSS by searching for resources for payment by the deceased; such as a life insurance policy or preneed contract.

SCOPE OF WORK

Burial, cremation or alkaline hydrolysis are approved forms of final disposition for unclaimed and abandoned bodies in the state of North Carolina as defined by N.C.G.S. §130A-415. Except that burial or cremation shall be the only
methods of disposal of recognizable fetuses. A recognizable fetus is defined by North Carolina Administrative Code 15A NCAC 13B .1301 and N.C.G.S.§ 90-210.20(c2) as a fetus that has developed beyond the completion of the second trimester of gestation (27 weeks).

  • Vendors must be able to retrieve a decedent for disposition no more than seven (7) calendar days after official notification from the department.
  • Vendors should provide the most cost-efficient quotes for the total cost of final disposition using the following methods:
    • Cremation
      • For decedent up to 1-year-old
      • For decedent between 1 year and 11 years old
      • For decedent 12 years or older
    • Burial
      • For decedent up to 1-year-old
      • For decedent between 1 year and 11 years old
      • For decedent 12 years or older
    • Hydrolysis
      • For decedent up to 1-year-old
      • For decedent between 1 year and 11 years old
      • For decedent 12 years or older

Mecklenburg County reserves the right to cancel, delay, amend or reissue all or part of this request for quotes at any time without prior notices. This request for quotes does not commit Mecklenburg County to award a contract or to pay any cost incurred in the preparation of a response to the request for quotes. Mecklenburg County reserves the right to reject any all quotes, to accept or reject any or all items in the quotes, and to award the contract in whole or in part as deemed to be in the best interest of the Mecklenburg County. Mecklenburg County may request Audited Financial Statements as defined by Mecklenburg County from vendors as a part of the assessments of quotes for contract award. Submitting the Audited Financial Statement does not commit Mecklenburg County to award a contract or to pay any cost incurred in the preparation of the Audited Financial Statement. Mecklenburg county reserves the right to interview and/or negotiate with any vendor after the quote(s) are reviewed, if such action is deemed to be in the best interest of Mecklenburg County. Such negotiation should not be viewed by any bidder as an indication of contract award.
